Chatham Sanitary Pumping Station #11 Relocation

The Study

The Public Utilities Commission for the Municipality of Chatham-Kent (CK PUC), through its consultant TYLin, has initiated a Municipal Class Environmental Assessment (MCEA) Addendum for the relocation of Chatham Sanitary Pumping Station (SPS) #11, currently located at the intersection of Oxley Drive and Sandy Street in Chatham. The existing SPS #11 was originally constructed as a temporary facility and is currently operating at full capacity.

The study will confirm the sanitary servicing requirements for northwest Chatham and identify a preferred solution to accommodate existing needs and future growth. The study area is generally bounded by Gregory Drive West, St. Clair Street, McNaughton Avenue West and Bear Line Road.



The study builds upon the Schedule B MCEA completed in 2016, while considering changes in development, servicing requirements, and conditions within the study area over the past 10 years.

The objectives of the study are to:

  • Confirm the need to relocate the existing SPS #11;
  • Assess existing and future sanitary servicing requirements;
  • Evaluate alternative pumping station locations and servicing solutions;
  • Identify the required gravity sewer and forcemain infrastructure; and
  • Advance a preferred solution that can proceed to detailed design and construction.

Project Timeline

  • Notice of Study Commencement and Public Information Centre (PIC): July 2, 2026
  • PIC materials available: July 16, 2026
  • PIC comment period: July 16 to July 27, 2026
  • Project File Report Addendum: Targeted for Fall 2026
  • Detailed design: To follow completion of the MCEA Addendum process

The Process

The study is being completed in accordance with the Ontario Environmental Assessment Act and the Municipal Engineers Association’s Schedule B MCEA Addendum process. A Project File Report Addendum documenting the study process, evaluation and recommendations will be made available for public review upon completion.

Public input is an important part of the study. The PIC will be available online as a video recording beginning July 16, 2026. The public comment period will remain open until July 27, 2026. The PIC provides information on the project background, existing conditions, alternative solutions, evaluation criteria, recommended solution, and potential mitigation measures.

Next Steps

Following the virtual PIC, the project team will review and address the comments received, consider the feedback in confirming the preferred solution, complete the MCEA Addendum process, and advance the project to detailed design.
