Scope of Project

This project focuses on infrastructure renewal along Elizabeth Street from McNaughton Avenue East to Gladstone Avenue, in the Community of Chatham.

Elizabeth Street is currently serviced by a combined flow sewer. Combined flow sewers accept both sanitary flows (generated by each resident from bathrooms, showers, tubs and laundry sources) as well as accepting stormwater from properties and the municipal road allowance. With the renewal of infrastructure along Elizabeth Street, the Municipality of Chatham-Kent will undertake the installation of dedicated, separate storm and sanitary sewers sized to current design standards.

Specifically, the project is anticipated to include:

  • Abandon and remove existing combined sewer and connections;
  • Install new sanitary sewer and service connections;
  • Install new storm sewer, service connections and catch basins;
  • Replace existing watermain, service connections and appurtenances;
  • Reconstruction of the existing asphalt road to meet current Chatham-Kent Development Standards, including:
    • Widening the existing road from an average width of 6.5m to 8.0m;
    • Reconstruction of the asphalt road and granular road base;
    • Concrete curb and gutter
    • Concrete sidewalk construction and replacement to 1.5m width (for AODA compliance), west side of Elizabeth Street.
  • Replacement of driveway approaches within municipal boulevards, as required by condition or grading; and,
  • Boulevard grading and restoration, as required.

Construction is anticipated to form part of the 2021 construction season.

Q: How will refuse and recycling collection be impacted by the construction?

A: Consistent with all municipal infrastructure renewal projects of this nature, the tendered project will stipulate requirements relative to the Contractor’s duty to facilitate refuse and recycling collection. The Contractor will be required to ensure access to facilitate continued collection. Where collection cannot be undertaken safely, it will be the Contractor’s responsibility to collect and relocate recycle boxes and garbage toter carts to a location where collection can be safely completed. All refuse toter carts and recycle boxes will then be returned to the appropriate residence. Residence shall be responsible for ensuring their address is clearly marked on each box and toter cart.


Q: Is there a cost to residents along Elizabeth Street?

A: This project is being funded through various Municipality of Chatham-Kent infrastructure lifecycle budgets. There is no specific assessment to residents fronting along the project, other then the previously approved local improvement assessment for the installation of curb and gutter.


Q: Is there a cost to connect to the sewers or watermains?

A: All residences will be provided with a storm private drain connection, sanitary private drain connection and water service. Existing storm, sanitary and water services will be reconnected to ensure continuity of service. There is no specific assessment to residents fronting along the project.


Q: Are there any other costs to residents?

A: Due to the age of the neighbourhood and noting that the neighbourhood was originally serviced by a combined sewer, it is possible that a number of residences have “combined” drainage piping on their properties. Simply put, “combined” drainage piping carries both stormwater (say from catch basins or eaves troughs) plus sanitary flows (say from sinks, showers and bathroom fixtures). Any such properties will be identified by “fog testing” towards the completion of the project. On a case by case basis, there may be a cost to the homeowner to disconnect and redirect flows to the appropriate sewer.


Q: What are the impacts on landscaping and decorative features within municipal road allowance?

A: Landscaping and decorative features within the municipal road allowance may need to be temporarily removed in advance of the work. Examples may include decorative fences, flower beds, modular block retaining walls or signs. Relocation and reinstatement (and associated costs) of such items will be the responsibility and cost of the property owner.


Q: What are the impacts on sprinkler systems within municipal road allowance?

A: Sprinkler systems, sprinkler heads and irrigation systems which extend into the municipal road allowance may need to be temporarily removed in advance of the work. Should you have such a system, it is best to advise the municipality and provide as much information as possible related to the system so that the influence of the work can be assessed. Relocation and reinstatement (and associated costs) of sprinkler systems, sprinkler heads and irrigation systems will be the responsibility and cost of the property owner.


Q: What are the impacts on routine and scheduled healthcare deliveries?

A: Special routine healthcare deliveries (example – the home delivery of oxygen) should be coordinated with the Municipality as soon as possible and in advance of the construction.


Q: What are the impacts on non-emergency medical access?

A: Non-emergency medical access (example – specialized transit, patient transfer, et cetera) should be coordinated with the Municipality as soon as possible and in advance of the construction.


Q: What are the impacts on mail delivery?
