Grand Ave Road Rehabilitation Project

Project Location

• Grand Avenue East between Taylor Avenue and the CP Railway west of Communication Road

Project Overview/Scope of Project

• This project involves the rehabilitation of 2.2km of Grand Avenue East from 70m east of Taylor Avenue to 260m west of Communication Road/Highway 40 (CP Rail corridor) in the Community of Chatham.
• This project will include the following work:
  1. Installation of a new storm sewer from on the south side of the road from 860 Grand Avenue East to Arnold Creek including regrading of the roadside swales;
  2. Replacement of the existing storm sewers on the north side of the road from 689 Grand Avenue East to 769 Grand Avenue East;
  3. Replacement of the culvert crossing Grand Avenue East at Arnold Creek;
  4. Widening of the intersection at Michener Road to include the addition of a left turn lane;
  5. Replacement of the watermains which cross Grand Avenue East at Kingsway Drive, Woodland Avenue, and Devonshire Road;
  6. Removal of existing the concrete curb and gutter and construction of a new concrete curb and gutter from 325 Grand Avenue East to 717 Grand Avenue East on both the north and south sides of the road;
  7. Replacement of residential and commercial driveway approaches within municipal boulevards, as required by condition and road grade improvements;
  8. Replacement of concrete sidewalk where required on the north side of the road and construction of a new concrete sidewalk on the south side of the road from 332 Grand Avenue East to 662 Grand Avenue East;
  9. Restoration of manholes and catchbasins along the entire length of the work area, with larger rehabilitation work needed within the municipal boulevards at 343 Grand Avenue East and at 429 Grand Avenue East;
  10. Utilization of cold-in-place asphalt recycling and resurfacing of the existing roadway including line painting; and
  11. Boulevard grading and restoration in all areas affected by construction.
• Construction is planned to begin September 2021 and expected to be complete by November 2022.
• Both directions of traffic are intended to be maintained during the entire duration of construction.
• Access to properties and businesses will remain open during construction. Some unavoidable disruption may occur. On-site coordination and notification will be provided.
• Traffic controls and detour signage will be provided throughout the project limits at all times.
• Dillon Consulting Limited will be serving as the Municipality’s representative during construction including full-time onsite construction inspection and monitoring.

Project Background

• This project will have funding provided through the Ontario Connecting Links program as this section of Grand Avenue East is a connection point for provincial highways such has Highway 40 and Highway 2.

Michener Intersection Widening

• The intersection of Grand Avenue East and Michener Road will be widened toward the south side of Grand Avenue East for the addition of a left turn lane on Michener Road. The widening work will begin just east of Vanier Road and continue to 510 Grand Avenue East (Tim Hortons).

Arnold Creek Culvert Replacement

• The Grand Avenue East over Arnold Creek Drain culvert was originally constructed in 1965. This 56 year old structure will be replaced with a precast concrete box culvert with an estimated service life of 75 years.
• Construction of the new box culvert is to be undertaken in stages as to ensure that both directions of traffic are maintained through the work area at all times.
