Noise and Sign Bylaws - Public Engagement

At the Municipal Council meeting on April 13, 2026. Building Development Services presented draft amendments to Sign Bylaw 156-2004 and proposed a new Noise Bylaw. Municipal Council recommended that Building Development Services conduct further consultation with stakeholders before these changes are finalized.

Noise By-law

The key amendments are:

  • Introducing new definitions and stricter standards to reflect modern urban noise environments
  • Introduce daytime and nighttime numerical limits (decibels) to measure amplified sound from point of reception
  • New amendments recognizing diverse religions ensuring that calls to prayer, drumming or other religious sounds are treated equally under exemptions
  • Introduce a more streamlined exemption permit process with the ability to revoke permits and impose conditions, like a noise mitigation plan when necessary

Sign By-law

The key by-law amendments are:

  • Prohibiting and restricting signs and enforcing minimum setbacks in residential areas to protect neighbourhood character and reduce light pollution
  • Regulations to limit brightness levels and messaging duration on illuminated/flashing signs
  • Portable signs will require a permit to address visual clutter and safety
  • A comprehensive review of the by-law to address general changes, remove obsolete regulations and update minor variance procedures
