Snow Avenue Reconstruction

King Street to Chatham Street South - Including Local Improvement for Sidewalks and Curb & Gutter

Scope of Project: This project focuses on infrastructure renewal along Snow Avenue from King Street to Chatham Street South, in the Community of Blenheim. Specifically, the project is anticipated to include:

  • Repair existing sanitary sewer, as required;
  • Install new storm sewer, service connections and catch basins;
  • Replace existing watermain, service connections and appurtenances;
  • Reconstruction of the existing asphalt road to meet current Chatham-Kent Development Standards, including:
    • Widening the existing road from an average width of 7.0m to 8.0m;
    • Reconstruction of the asphalt road and granular road base;
    • Concrete curb and gutter or 1m gravel shoulders (dependent on the outcome of Local Improvement);
    • Concrete sidewalk (dependent on the outcome of Local Improvement);
  • Replacement of driveway approaches within municipal boulevards, as required by condition or grading;
  • Boulevard grading and restoration, as required.

Construction is anticipated to form part of the 2022 construction season.

As this stretch of Snow Avenue does not currently have concrete sidewalk or curb and gutter, it is the Municipality’s intention to pass a by-law for the installation of both concrete sidewalk and curb & gutter by means of the Local Improvement Act (see details regarding Local Improvement below).

If a satisfactory petition against Local Improvement for concrete curb and gutter is received, the roadway will be constructed with a 1m wide gravel shoulder instead of curb and gutter (see examples in attachment). Additionally, the installation of concrete sidewalk would not be recommended to Council, so as to adhere to the Council approved Chatham-Kent Development Standards. In this instance, installation of sidewalks would require a Notice of Motion brought forward by Council.

Local Improvement Estimate of Cost:

  • The total estimated cost of concrete curb and gutter on Snow Avenue is $25,500.00
  • The total estimated cost of concrete sidewalk on Snow Avenue is $17,850.00
  • The estimated cost per Property Owner is:
  • Curbs: $85.00 per meter of frontage (maximum 30m)
  • Sidewalks: $42.50 per meter of frontage (maximum 30m)
  • The estimated lifetime of the work is twenty-five (25) years

*The above cost is an estimate only. Assessment shall be the actual cost of improvement

Extent of Work: Estimate cost per meter frontage to the property owner includes:

  • Installation of concrete curb and gutter (including granular base)
  • Boulevards graded and sodded as required
  • Driveways restored to original condition

Method of Payment: Payment may be made in the following installments (equal annual installments) which shall be assessed, on the municipal taxes. If this method of payment is taken, administration charges and interest to be incurred over the period chosen must be added to the above estimate. Alternatively, payment may be made in one lump sum after notification of assessment.

Exemption of Corner Lots: If an improvement is constructed along a flankage and/or frontage of a corner lot, the following criteria shall apply for exemption:

  • Flankage shall be defined as the long side of a corner lot
  • Frontage shall be defined as the narrow side of a corner lot
  • The flankage, or long side of a corner lot shall be granted a reduction of 50% of the full flankage

Example: If a corner lot has a dimension of 50m x 20m:

  • 20m shall be considered the frontage and the full 20m shall be assessed
  • 50m shall be considered the flankage of which 50% will be exempt, leaving a total flankage assessment of 25m

Curb Cost: 15.20m × $85.00 = $1,292.00
Sidewalk Cost: 15.20m × $42.50 = $646.00
Total Cost = $1,938.00
Corner Lot Cost Example
Curb Cost: (53.50m × 50%) × $85.00 = $2,273.75
Sidewalk Cost: (53.50m × 50%) × $42.50 = $1,136.88
Total Cost = $3,410.63


Number of Signatures Required for Successful Petition Against Curb and Gutter:

A petition not in favour of undertaking this work as a local improvement shall be signed by a majority of the owners representing at least one-half (1/2) the value of the lots that are to be specially charged for the work.


How to Sign the Petition:



Joint Owners: Where two of more persons are jointly assessed for a property:

  • they shall be treated as one owner only
  • they shall not be entitled to petition unless a majority of them concur

I.e. If a husband and wife are joint owners, both must sign the petition

Process: All affected residents will have received a petition form. For residents not in favour, please sign and return the petition form by no later than Friday, January 14th, 2022, via one of the following methods;
