Interested persons may provide written comments to our project team by June 19, 2023. All comments and concerns should be sent directly to Ali Akl at CK PUC and John Tyrrell at RVA, per the contact details below.

In addition, a request may be made to the Ministry of the Environment, Conservation and Parks for an order requiring a higher level of study (i.e. requiring an individual/comprehensive EA approval before being able to proceed), or that conditions be imposed (e.g. require further studies), only on the grounds that the requested order may prevent, mitigate, or remedy adverse impacts on constitutionally protected Aboriginal and treaty rights. Requests on other grounds will not be considered. Requests should include the requester's contact information and full name.

Requests should specify what kind of order is being requested (a request for conditions or a request for an individual/comprehensive environmental assessment), how an order may prevent, mitigate or remedy potential adverse impacts on Aboriginal and treaty rights and any information in support of the statements in the request. This will ensure that the Ministry is able to efficiently begin reviewing the request. The Study

The Chatham-Kent Public Utilities Commission (CK PUC) has initiated a Municipal Class Environmental Assessment (MCEA) study for the construction of the Sanitary System and Pump Station 14 in the South Lynnwood Area. CK PUC is responsible for the treatment and delivery of safe drinking water and the collection and treatment of sewage in the Municipality of Chatham-Kent.

This MCEA study will review and confirm municipal sanitary servicing and identify project requirements for the Sanitary System and Pump Station 14 to provide sustainable municipal wastewater servicing and accommodate near and long-term future growth demands. Specific to this study, the MCEA will look at setting up a new sewage pumping station and sanitary sewers in the South Lynwood area that will connect to Chatham’s sewage collection system.

The area served by this new pump station is shown in the map below.

The Municipality is aiming to achieve the following objectives throughout this project:

  • Complete a Schedule B MCEA to identify municipal wastewater servicing requirements
  • Investigate and confirm the required capacity for the new pump station
  • Confirm the capacity of the existing sanitary sewer and pump stations downstream
  • Establish the required sanitary sewer infrastructure to support this pump station which includes a sanitary gravity main and a force main sewer

The Process

The MCEA study will be following the Schedule "B" planning process as per the Municipal Engineers Association’s MCEA manual (October 2000, as amended in 2007, 2011 and 2015), which is approved under the Ontario Environmental Assessment Act. A Project File documenting the MCEA process will be available for public review at the end of the study.

Public input is essential to providing a project that meets the local needs. CK PUC invites anyone with an interest in the project to have an opportunity to provide feedback and help inform the decision-making process. One Public Information Centre (PIC) will be held to introduce the project and present the servicing constraints and opportunities, potential solutions, evaluation criteria, and the proposed sanitary servicing strategy including associated capital projects.

There are lands in the South Lynnwood Area that are designated for urban development and municipal sanitary servicing is required for this new development. This study will review and confirm the sanitary servicing requirements for this area.

The MCEA will look at setting up a new sewage pumping station, new inlet sewers in the South Lynnwood area and an outlet force main/gravity sewer connection to the Chatham sewage collection system. The servicing strategy will confirm the expected 20-year sanitary flow requirements and provide options to accommodate this. As well, it will project the potential ultimate flows to allow for future growth.

The Public Information Center presents the following Planning Alternatives that are being reviewed:

  1. Do Nothing
  2. Private/Development Level Solution
  3. Sewer Collection System to Interim Pumping Station in South Lynnwood Development Area
  4. Gravity Sewer Connection to Pump Station 14

These alternatives are being evaluated based on a qualitative review as the planning level options do not require a detailed quantification of benefit, cost or impact to shortlist the options. The alternatives are being evaluated based on the following criteria:

  • Financial
  • Technical
  • Environmental
  • Social/Cultural and Archaeological
