How will refuse and recycling collection be impacted by the construction?

Consistent with all municipal infrastructure renewal projects of this nature, the tendered project will require the Contractor to facilitate refuse and recycling collection.

The Contractor will be required to ensure access to facilitate continued collection; however, where collection cannot be undertaken safely, it will be the Contractor’s responsibility to collect and relocate recycle boxes and garbage toter carts to a location where collection can be safely completed.

All refuse toter carts and recycle boxes will then be returned to the appropriate residence.

Residents will  be responsible for ensuring their address is clearly marked on each box and toter cart.

Is there a cost to residents along Elizabeth Street and Lisgar Street Avenue?

This project is being funded through various Municipality of Chatham-Kent infrastructure lifecycle budgets. All residences will be provided with a storm private drain connection, a new sanitary private drain connection and a new water service. Existing storm, sanitary and water services will be reconnected to ensure continuity of service.

There are no additional costs or levies to residents associated with this project.

What are the impacts on landscaping and decorative features within municipal road allowance?

Landscaping and decorative features within the municipal road allowance may need to be temporarily removed in advance of the work. Examples may include decorative fences, flower beds, modular block retaining walls or signs. Relocation and reinstatement (and associated costs) of such items will be the responsibility of the property owner.

Will there be any impact to my water and sanitary services during construction?

Your watermain service connection will be replaced from the new watermain to the property line. During construction of the watermain, a temporary watermain may be installed on the ground surface and used to service your residence. You will not be without water for more than a few hours and you will be notified well in advance.

While the sanitary sewer is being replaced there may be isolated times where service may be disrupted, however any impacts associated with the replacement will be minimal and you will be notified in advance.

Will access to my property be affected?

You will have access to your residence and street throughout construction. There will be temporary closures at the main intersections to allow for the sewer and watermain connections. While there may be temporary access limitations to allow for work in front of your property, you will be notified of them a minimum of 48 hours in advance and the Contractor and Consultant Site Inspector will work with you to ensure you are not adversely impacted.

All of the driveways on Elizabeth Street and Lisgar Street will be impacted by construction. Any areas that are damaged will be replaced with the same material as was there prior to construction, however, a concrete apron will be provided from the roadway to the sidewalk. If no sidewalk is present, the driveway will be replaced with the same material as was originally present.

What are the impacts on routine and scheduled healthcare deliveries?

Special routine healthcare deliveries (example – the home delivery of oxygen) should be coordinated with the Municipality or the Consultant Site Inspector as soon as possible and in advance of the construction.

What are the impacts on non-emergency medical access?

Non-emergency medical access (example – specialized transit, patient transfer, et cetera) should be coordinated with the Municipality or the Consultant Site Inspector as soon as possible and in advance of the construction

What are the impacts on mail delivery?

Canada Post delivery is subject to their own internal health and safety review and delivery may be augmented by Canada Post. Significant interruption to mail service is not anticipated.

    Who is the Contractor?

The project will be out to tender soon. A contractor should be on board by early summer 2024 pending contract award.

Who can I talk to during construction if there is an issue?

WT Infrastructure Solutions Inc. is the Consultant for this project working on behalf of the Municipality. The WT Site Inspector will drop a business card off at every residence at the start of construction and will be available during construction to help you with any concerns you may have.
