PUC Governance Review Community Consultation

At its meeting on December 15, 2025, Council received the final Public Utilities Commission (PUC) Governance Review report and recommendations presented by Administration and KPMG. Rather than adopting the recommendations in principle at this time, Council resolved to refer the report back to Administration for further information, clarification, and opportunities for Council education.

As part of this resolution, Council directed that a Community Consultation process be undertaken to seek input from residents on the following matters:

  • Proposed governance changes
  • Financial implications
  • Alternative governance models
  • Long-term impacts on public utility oversight and accountability
